Our Story
JPMF was founded in 1998 by Bob and Paola Pizzano after the accidental drowning of their 6-year-old son, Joey. They created this fund as a tribute to the joy Joey shared with everyone he met
What began as a heartfelt tribute soon grew into a mission-driven organization — one that continues to shape the landscape of inclusion and support for families across the region. From early intervention and water safety to education, recreation, employment, and community inclusion, JPMF's programs walk alongside individuals with disabilities and their families at every stage of life.
In the early days, JPMF directed funds to the Willard Center’s early intervention program, now known as the Infant Toddler Connection. The commitment to enhancing the lives of children with special needs deepened as we invested in equipment, books, and what became known as the Technology Closet: a resource where families could try out various medical aid devices before purchasing them or waiting for insurance coverage. The overwhelming gratitude from the community inspired our formal establishment as a 501(c)(3) nonprofit organization.
As time went on, JPMF’s programs began to follow the age Joey would have been. His brothers, Tom and Matt, who also have special needs, often provided inspiration for new ideas — offering a glimpse into what interests and needs Joey might have had as he grew. This unique perspective helped shape the evolution of JPMF’s programs, ensuring that our initiatives remained meaningful, relevant, and filled with the same joy Joey brought to the world.
In 2001 the JPMF Splash! Program was launched. Rather than teaching swimming, JPMF Splash! focused on water safety based on five water safety rules developed specifically for individuals with disabilities. Led by a certified instructor, volunteer “swim buddies” are paired with participants to create individualized experiences tailored to each child’s needs. In partnership with Fairfax County Therapeutic Recreation Services, the program soon became a model for inclusion, complete with a program guide, training resources, and incentives for volunteer commitment, such as lifeguard certification.
Over the years, JPMF Splash! grew exponentially, expanding to multiple recreation centers across the country. Building on that momentum, JPMF broadened its impact to include inclusive community events for families with disabilities.
Having children who were both special needs and typically developing gave Bob and Paola a deeper understanding of the challenges families face when trying to create shared memories together. They wanted to build spaces that allowed all families — regardless of ability — to enjoy meaningful, inclusive experiences side by side.
This vision came to life with the creation of Our Special Harbor, a fully accessible sprayground that opened in 2010. Supported by a matching grant from the Virginia Board for People with Disabilities, Our Special Harbor quickly became a cherished gathering space for families. In 2012, it earned the Aquatics International award for Best Sprayground of the Year — a testament to the joy and inclusion it inspired.
Beyond Splash! and Our Special Harbor, JPMF has continued to explore innovative ways to empower individuals with disabilities. From supporting technology initiatives to hosting community galas and fundraisers, our commitment to inclusion remains steadfast. In 2015, we launched the JOY Gala, a fully inclusive event that celebrates the accomplishments and spirit of individuals with special needs.
More recently, JPMF expanded its mission through the B.E.S.T. (Building Employment Solutions Together) Program — a program developed in partnership with ServiceSource to provide employment opportunities, hands-on training, and a storefront showcasing items created by individuals with disabilities.
At JPMF, our story is one of growth, resilience, and love — a journey that continues to follow Joey’s spirit and the milestones he would have reached. Through our programs we continue to see Joey’s bright smile in all the joyful faces of everyone JPMF impacts. Join us as we make a difference — one Splash, one Gala, one initiative at a time.
